Unable to update MS06-003

When I manually download MS06-003, the same message appear "The expected
version of the product was not found on your system".

I noticed that one of the requirement for this update is the Multilanguage
Pack. Searched locally and on the internet but I cannot find it.

I uninstalled Office 2000 and reinstalled as per instruction but failed in
the SP3 update, I'm getting "The update cannot be applied."

Do you have the Multilanguage Pack installed on your system? SP3 for Office 2000? Why not just go and install SP4 .
