unable to update office 2000 with sr-1a

I am unable to update my office 2000 applications with sr-1a.
Ultimately I want to install sp3, but that requires sr-1a from what I
understand. I am running xp pro with all the current critical
updates. The installation of office 2000 is clean.

the errors shown in the log file (C:\Documents and Settings\Chad
Rebuck\Local Settings\Temp\sr1patch\Office 2000 SR-1
Setup(0005)_MsiExec.txt) are

Error 1328. Error applying patch to file C:\Config.Msi\PT9A4.tmp. It
has probably been updated by other means, and can no longer be
modified by this patch. For more information contact your patch
vendor. System Error: -1072807676

Some errors like this also showed up at the start of the same log
file, but it looks the upgrade process started anway until failing at
the above error.

Why is this so difficult?
