Unable to use mouse wheel to scroll in Excel 2007?

Has anyone had the same issue or problem with not being able to use your
scroll wheel on your mouse to scroll up and down in an Excel 2007
spreadsheet. We are using Lenovo ThinkCentre PC's with IBM model: MO28UOL
optical scroll mouses.

I am unable to scroll with my mouse at work. It is an HP mouse. I think the
model is M-UAE96.
