Unable to view Projects in PWA

I have searched this forum and have been unable to find the issue that I am
having. I have admin rights to the project server. I create a test project
plan in project 2003 and publish it to the project server. The project
displays in Project Center but when I click on the project to view the tasks
I receive the following error message:

There is no information to display in this view

Either the project manager has not published the project plan or there is no
information in the project plan to display.

Also, when I add resources to this test project plan I receive the following
spooler error:
system error 0x80004005

Any help that can be provided is much appreciated.
