Unaccepted appoinments not blocked as busy

Hi all,

We have a situation where a CIO is being double booked all
the time. People send him an appoinmnet becuase the
schedule says he is free. In reality he may have an
appointment from someone else sitting in his inbox that
was there a few hours earlier.

The CIO is always traveling and may not be able to accept
or reject appointments for a few days at a time. He also
does not want to turn on auto accept because of the
priority of one person (CEO) over another (end-user). He
wants to make that decision himself.

Any help would be great!
