Which @!@!@#!@#$!#@!$#@ decided to make this a difficult option to change?

The same one that probably got yelled at because some less than brilliant
users decided to open every attachment sent to them by people they didn't
know.

While the thought might be okay, like many of their implementations, they
miss the mark. It should be possible to change this default without being an
MVP. Also, I had already tried your suggestion - it didn't work! I tried an
add-in but I can't find a way to use the add-in in outlook 2003.
