Unchanged cross-references shown as marked up changes

I use cross references to numbered items (mostly outline heading
numbers) extensively in contract documents in Word 2003. I also use
'track changes' for exchanging the documents with others.

Often when I save and reopen a document or when I receive it back from
someone else a cross reference to, say, numbered item 6.1 will show as
deleted and reinserted, requiring me to accept all such "changes". What
can I do, and what do I need to ask other people to do to avoid this?

I don't think there is anything you can do about this. It's just the
way Word works with tracked changes turned on. Or are you saying that
what you see in Word 2003 is different from that of previous versions?
