Welcome to this Microsoft Project newsgroup
It has always done that

Better to click on the first task, scroll down
to the second task and Crtl+click, then click the link tool. Much more
controllable that way. Alternatively, use the Task Form as explained in my
series on Microsoft Project in the TechTrax ezine, particularly #3 on Logic
