Under track changes some, not all reviewers marked in same color

1. Under track changes some, not all reviewers are marked in same color. How
do I get each of them to show same color.
2. When ballon opion is not chosen to display tracked changes, I am no more
able to move cursor over a tracked change to see who made the change and
when. How can I get this ability back

These are issues with Office 2003. Was not a problem with earlier versions
