Underlined Tab Columns

I'm making a form template with 2 underlined address
columns.

How do I format so I can tab between two columns without
the "underlines" shifting around?

PROBLEM SAMPLE:

Attendees Attendees
_Bob_______ _Dave__________


Notice tab across problem.
