Underlining and numbered lists

I have a numbered list. When I underline the text of the
list I want the number to be underlined as well. So in the
example below ALL of the characters would be underlined.
How?

1. First Item
2. Second Item

Word's behavior in this regard varies from version to version. Through Word
97, I believe if the text is underlined, the number and intervening tab or
space(s) will also be underlined. I think it was in Word 2000 that Word
stopped doing this. To underline the number, it should suffice to make sure
that the paragraph mark is underlined (any other font formatting applied to
the entire paragraph and/or the paragraph mark *is* applied to the
numbering), but this doesn't work, so you'll have to format the number as
underlined in the Format | Numbering dialog. The intervening tab/spaces will
still not be underlined, and the only way to make them so is to insert them
manually instead of including them in the number format. <sigh>
