underlining in word

I am not an expert user. i am trying to double underline
at the bottom of columns of figs with a continuous
underline but it doesn't seem to work. I could underline
the whole line but don't want this. Can anyone help?

Try using Borders. You can access them by pressing...

Format | Borders and Shading: scroll and select the double
line style you seek, and in the preview side click or
clear the button that applies the border to the left,
right, top, or bottom.
