Unexpected characters

I'm using WinXP and Hebrew is enabled.
I have no problem entering Hebrew data, it's working fine
in all my reports. However, when using charts (Default
MSGraph.Chart) a "?" is displayed instead of each Hebrew
character.
This problem is most probably not related to Charts, be
cause I just realized that the Hebrew character are not a
part of the windows default character set.
For example Chr(52) Chr (89) and so forth.
I have upgraded my computer to Microsoft Jet 4.0

What else can I do to fix this problem?
