Unexpected results from partition function

I am doing a partition function but getting unexpected results. The data is
length of employment service in years (0.6, 1.2, 5.5, 16.7 etc). But using
the partition function ([LengthofService],0,45,5) does not give the correct
results. Do I need to change the format of the data?
