Uninstall Office 2007 and reinstall leaves issues with Word and Ou

We had some people accidently uninstall Office 2007 completely. (We deployed
Office 2007 with SMS and included the Save as PDF patch). They did not
uninstall the save as pdf patch. When Office was reinstalled, all
applications worked with the exception of Word and Outlook. Word just would
never launch. Outlook gave a omlmapi32.dll error

This happened on a few computers and then we tested a few others. The only
way to fix was to reinstall from the CD (this is the same CD we created the
package from). It seems like the installer became corrupted. I did fix it
initially with Windows Cleanup Utility and downloading and installing Windows
installer 3.0

Is this a bug with Office and network deployment?
