Units field in PWA Resource Assignments view

I added the Units field to the Resource Assignments view in Project
Web Access (PWA). The field shows "1,000,000%" for each task, which
looks like a bug to me. I have grouped by both Project and a custom
field called ResType (Resource Type).

Is there any reason why it might be valid or anything I can do to fix
it?
