Units keep changing

I have a fixed work task (i.e. the resource has indicated it will take them
20 hrs to complete the task). I assign them to the task and make the units
50% as they are only going to be able to work on this 'part time'. Overall
resource utilization looks good. When I close the plan and reopen it,
"units" have now changed to 88%.

I have many, many other tasks where this is occuring.

Any insight as to why?

Because it is a 'fixed work' task. If you enter the work value (20 hrs),
project will adjust units and/or duration to keep the work value at 20. If
you enter work as 20 hrs and duration as 5 days or 40 hrs (at 8 hours per
day), project should adjust units to be 50%. That is, to get the units % you
want, you should enter both the work and duration values that will calculate
that percentage.

At least, that's the way I've always had to do it. Maybe someone else has
another way.

You need to describe the steps you're taking exactly. Also, keep in mind
that units will reflect "max units" once you start reporting progress on the
tasks. So if you assign someone at 50%, and they work six hours one day,
they'll forever display as 75% once that occurs.
