Unknown Error 0X800408FC and Could not connect to incoming mail se

My Outlook at work will not send or recieve any messages all of a sudden. I
keep getting Error 0X800408FC unknown error. When I go into mail account and
run a test it fails and says
"Outlook could not connect to the incoming mail server (POP3), the problem
could be the server name or port or your server may not support SSL. Verify
your port & ssl settings in more setting under advanced tab"
It also says the same thing for outgoing mail. I had not changed anything
when this started happening. Please help!

It could be your ISP is having problems. Open a command line window and see
if you can ping the servers for a start.

ping servername

Can you please explain to me how to Ping the server? I am not real sure what
