unknown function 'left'

One of our offices is running Access 2002 on Win 2K and in
table design is getting error "Unknown function 'left' in
validation expression or default value on
ActiveEventPLAN1.PSIN." The validation expression on that
table is <Left([PSIN],4)="084-"> (less the angle
brackets). I know that the 'left' function is a valid
Access function in this context, because we have had
another site running the same application with this type
of validation for months without this problem. Both sites
are running SP2, but evidently something in the other site
is misconfigured or corrupt. Compact and Repair does not
correct this. Any suggestions on what to troubleshoot
would be greatly appreciated.
