Unknown Resource Error

Today has been one of those days. Here is another issue I could use some
feedback on if anyone has run into this. I open a project project on Project
Server to edit the units of a resource assigned to a task. I am not the
project owner, but I am the assignment owner. When I change the percent and
click Ok, I get a dialog box that says

"Unknown Resource
The name you entered is invalid
The name must be an enterprise resource assigned to this project, or the
project owner"

The resource is an enterprise resource already assigned to this project and
already assigned to this task. Is the only person that can make a change to a
resource assigned to a task in a project the project owner or is there
something else that I am missing?
