unlock reserved global template

Pleas for consult my problem. What unlock global template reserved for bad
user???

As Administrator, go to PWA > Admin > Manage enterprise features > Check in
enterprise projects. Select the checked out global template file & click
Check-in.

I've been thinking MS Project klient - Go to Tools | Enterprise Options |
Open Enterprise Global (reserved bad user MS Project server)
do not Open Enterprise Global for new user by the following process

as Administrator, go to PWA > Admin > Manage enterprise features > Check in
enterprise projects. Select the checked out global template file & click
Check-in.
