Unpack saved notebook

I receive a prompt requesting that I unpack my notebook every time that I
open it. I am going to share my document with a large group and that prompt
will cause problems. Any suggestions regarding (1) why the app is requesting
that step, and (2) how I might satisfy the requirement such that it will stop?

I'm sure that this is a basic question; however, I am unable to find my
answer in the help files.

[1] The notebook is a OneNote Single File package (.onepkg)
[2] Agree to the unpacking; close the notebook; open the unpacked notebook
folder (which by default will be a subfolder of C:\Documents and
Settings\<username>\My Documents\OneNote Notebooks.
