Unrelated Project E-mail Alerts - why are they sent?

From time to time, when a project is updated and published from the
server side, e-mail(s) will go out to myself (project manager) or to a
resource including tasks that are 100%, but were performed months
ago. The e-mail begins: "Below are the latest changes. Contact your
project manager if there are any problems with the changes." However,
there were no changes made to the tasks in the e-mail, and all are
100%.

Why does the server send out these e-mails?

Steve- I just ran into a similar situation yesterday.

Within PWA, each user has the ability to indicate what type of notifications
they receive regarding their project tasks, as well as the frequency (i.e.
task reminders). One setting (which tends to be selected by default) is to
send an e-mail to the resource every time a change was made to their task.

So, let's say you make minor change to a task and you decide that you need
to Republish the task to ensure that the resource's timesheet reflects the
current information. But you decide it isn't a significant change that
warrants an e-mail to the resource. So you decide to "uncheck" the option to
send an e-mail to the resource. If the resource has their PWA set up to
receive an e-mail notification any time their task changes, they will receive
that e-mail anyway, even though you did not elect to send one. I have
noticed this also happens even if the task is complete. If it is
Republished, the resource will still receive a notification, even if nothing
was changed.

Does that make sense? Similarly, if a resource unchecks this setting
(indicating they do NOT wish to receive notifications every time a task is
changed, but the PM decides that an e-mail notification is necessary, the
PM's election to send the e-mail essentially overrides the resource's
settings.

In our situation yesterday, the resource that received the notification
decided to uncheck the box in their PWA notification settings to send e-mails
every time there was a change.
