"unsafe attachments

hi, every time i forward a photo from hotmail to outlook,
then try to forward the photo from outlook, outlook states
the attachment (hotmail photo) "removed access to the
following unsafe attachments". So I can't forward and
need to go back to hotmail. Anyone have an idea how I can
over-ride the "unsafe attachments" feature?
