Unsolicited homepage

Suddenly, my homepage has changed to http://default-
homepage-network.com/newspynotice.html which site
activates several other pop ups. I have reset my default
homepage to msn.com a few times, nevertheless, this site
continues to pop up on my computer. How do I stop this
annoyance?
