Unstable mouse

When using Microsoft Office Visio 2003 and the pointer option my mouse works
perfectly. If however I choose any of the drawing tools and move the mouse
over the page it becomes completly unstable vibrating and making it
impossible to locate a start or finish point.

Any suggestions?
