There are always special circumstances that change things in Word. And I hit
one with the image I tested (and retested). You are right. Most of the time,
if an image is wrapped, Word will put the label and number in a text box.
And sometimes if you have not selected the image, it will put them in a frame.
You can get rid of the text box by first converting it to a frame and then
removing the frame.
Not sure why you would want to get rid of the text boxes, particularly since
in W2007 the TOC can see inside text boxes, so you can generate a list of
figures from captions in text boxes.

It still happens even if I click enter and try to insert the caption and
number a few lines below the immage.
Are you saying that Word places the caption label and number in a text box
