unwanted umlauts and other mark

I have Windows XP Professional and Office 2003.
When I type a quotation mark before a vowel, instead of getting a quoation
mark where I want it (BEFORE the vowel), instead I get an umlaut or other
accent mark ABOVE the vowel.
Oddly, this happens on my laptop, but does not happen on my desktop
computer, which has Windows XP Home.
Does anyone have a solution?
