SMS would be the way to go. This is going to require some
server side scripting such as PHP or ASP etc, not a
clientside technology eg javascript. You may want to google
it, I did get results on sms asp. What I looked at was a
service (aspsms.com), and you pay per use. There is also not
100 percent coverage- not all carriers support SMS from
outside services.
