update enterprise resource rates at the server

Why can't you update enterprise resource rates using the server
database?
Why MUST you use the client? This is very strange.
I need to allow authorized finance managers to publish rate and
resource changes
to the project server and also to other systems (they keep more detail
about the rates than project server needs). This serious design flaw
in ms project is very troubling.
The client's automation system is very slow and clumsy.
It creates a pull use case and not a push use case for complex rating
systems in large companies like ours.
Are they going to fix this?

Project Server 2003 does expose a limited web service interface (PDS) that
can be used to update resource rates. The next version of Project Server
will have a much more powerful/comprehensive set of web services interfaces.

You can update resource rates in the database but using the web services
will avoid any potential code problems when service packs are applied that
may alter the database schema.
