Update Material Resources in PWA

I hope someone can help me with this. I'm using Project Server 2003.
Resources enter time via PWA.

I have a need to track material resources using PWA. Is there a way to
assign a material resource to a task and have a PWA user update it?

My exact situation is as follows: A lab tech is assigned to a task "Sample
Processing". I can set up a material resource called "Samples". I want the
lab tech to be able to enter the number of samples he processed this week,
along with the number of hours he worked. Is this possible to do with PWA?

Bad news, my friend. You can add material resources to the Enterprise
Resource Pool, but Project Server does not create user accounts for them in
PWA. Because of this, there is no PWA timesheet for material resources, and
no way that someone could update the usage of a material resource in PWA.
You must update the usage of material resources in the actual Microsoft
Project plan. Hope this helps.
