Update Outlook 2003 Junk Email Filter (KB914454)

Every time I try to install this update a get the message it has failed.
If it can't be fixed, how to I stop it from being updated automactily.

I have same problem with this patch updated form WSUS and only with one
computer.
I turn on Installer Logging and see next:
"MainEngineThread is returning 1648"
Found solution here:

but it was not helpful.
In solution stated that there must be regisrty entry
868 = "c_868.nls" in
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\CodePage
but i don't have c_868.nls file in %systemroot%\system32\, is it correct?
