update task process fails

I'm having problems with the updates process in PWA,
resources update the %Work Complete, send updates, the
manager accept it and save the project...but the new
percentage aren't changed in Project pro neither in PWA,
is a bug?
There can be some problems becouse i allow resources to
change start and finish date in PWA?

correction,
this seems to be the real problem: sometimes the PM
updates the %Work Complete for resource using Project
Professional, but there is no way to make this changes
visible in "my tasks" of interested resources (i tried
with publih New and changed, publish project plan, and
also republish)
should project work like this?
there is a way to make this changes visible?

The PM needs to overwrite protected actuals by selecting
Overwrite actual work entered by resources under
Collaborate, Publish, Republish Assignments...
