Update to Schedule button doesn't work in Project 2003

The "Update to Schedule" button doesn't work in Project 2003. Is there a setting in the Options that needs to be checked before that button is activated?

If I understand you correctly, you are unable to update
project progress from within Project Pro? If so, contact
your administrator to get access. Access to
publish/update is by default granted to Administrators,
Portfolio Managers and Project Managers.

No. This is Microsoft Project 2003 Standard
The "Update to Schedule" button on the "Tracking" toolbar doesn't bring the % complete on a task up to today's date when pressed. In fact, it decreases the % complete to an arbitary value
