Update to Visio 2003 breaking saved web page URL's?

Hi folks!

I've been using Visio 2003 for several months to create a multipage network
diagram. Multiple pages of that diagram have thumbnail JPG images which had
relative URLs attached pointing to the full size photo of the concerned
equipment. I've been re-working the package recently and discovered that ALL
of my thumbnail URLs are broken when the VSD file is saved as a web page.
Instead they all point back to the root page of the diagram. Upon clicking
on any thumbnail on any page in my multipage diagram while looking at the
diagram in Internet Explorer, I get the error message "Internet Explorer
cannot open the Internet site file://C:/My
Documents\UBH\Network\network.htm. Operation aborted." where network.htm is
the root HTML file created by the Save As Web Page operation in Visio.

To insure that I hadn't somehow inadvertently created my problem, I
retrieved the earlier known-to-be-good version of the NETWORK.VSD file,
saved it as a web page and tried some the thumbnails with the same result.
The conclusion I draw is that the recently installed Visio 2003 Service Pack
1 patches probably are the root of this problem. So my next move was to see
about uninstalling the patches. However, short of completely removing the
entire Office 2003 package and re-installing it, that doesn't seem to be
possible.

Before I jump into the deep end of that pool, does anybody have any
alternative suggestions to solve my problem?
