Update website won't recognize successful O2K SP3 patch

Summary: I can't seem to get the officeupdate website to recognize my
SP3 update. Need a workaround.

History: I installed Office 2000 Pro SR1 from the original CD (Win98SE).
Installation path was non-standard (F:\Office instead of C:\Program
Files\...). Went to officeupdate site, where it told me to d/l new
version of windows installer. Did that OK. Went back and scanned for
updates; it said I needed SP3 and a bunch of other stuff that depended
on it. I went ahead with SP3 update, it pushed about 9 MB of files at
me, then declared "SP3 installed OK." Great. I rebooted. The 'About'
page in any office app now shows "SP3" in version info.

Problem: Now when I go back to officeupdate to continue with further
hotfixes, it won't recognize the SP3 patch. It keeps saying I need SP3,
which is now listed as just a 147 KB download. Re-applying SP3 via the
website "succeeds" each time, but doesn't get me anywhere. I also tried
downloading the full o2ksp3.exe and applying it manually; it just says
"SP3 already installed" and exits.

I finally went ahead and manually downloaded all the specific post-SP3
hotfixes, which applied successfully. But why won't the officeupdate
site recognize the SP3 patch?
