Upgrade error msworks 7.0 to Office 2000

I'm moving from a desktop to a notebook. I have Office 2000 small business
that I want to move across to the notebook. The office is an upgrade version.
I can't find the disks from my previous software before office, but anyway
the notebook has msworks 7.0 installed.
When I install the Office 2000 upgade it says "Setup failed to locate a
valid qualifying product on your machine".
I found an article that says that office 2000 may have a problem upgrading
from msworks 6 and to contact microsoft.
It looks like office has the same problem upgrading from work 7.

Does anyone know what the fix is, or how I can get around the problem.
