Upgrade from 2002

It's not recognizing the upgrade to service pack 3a of the
sql server - I ger an "Unknown error 127" on the log in
attempt for the 2 project and project server roles, though
I have no trouble using these log in/pwds in query
analyzer, so I know there good, and the rolls are
correctly assigned, acording to Enterprise manager.

If I try to create a new database instead I recieve the
error "Microsoft Office Project Server requires Microsoft
SQL Server 2000 SP3 or greater..."

Looking at the version in EM I see it as 8.00.760 (SP3),
which, according to internet sources is 2000 sp3's version
number.

What are your physical configurations? - neither of you give enough
information to begins even the vaguest SWAG.
