That's because you're running OE. Stop running OE and it can't receive
mail. When you run OE, it downloads your messages from the server and then
deletes them so they are not there when you run Outlook. If they're not
there, Outlook can;t get them.

1) Don't run it. 2) Remove the mail account. 3) Uncheck "Include this
account when checking for new messages" on Tools>Accounts>Properties>General
and is there a switch in OL that needs to be set to start OL checking for
mail.
No. If you have it set up correctly, run it and click Send/Receive.
Consider setting a send/receive interval so Outlook will receive mail
automatically when you start it.
