Upgrade Office with changing language version

Hi,

I've made the following test:
The installed version of Office was the 2000Pro SR-1 SP3 with Access and
Frontpage.

I've created an Office2003-Std-SP2 package (MST file) with CIW from ORK2003.
So only Outlook, Word, Excel, Powerpoint and Office Tools were selected for
this package.

I did the upgrade with this package.

Now, i have a mix of french and english in the user interface of Outlook
2003.Why? Moreover, Access 2003 has been installed instead of Access 2000,
although, it wasnt selected in the MST. Why?

I have to precise that this test has been done on WindowsXP-SP1 in french
language.
