upgrade or normal version??

we currently have 32 seats of ON2003, and are now upgrading to 2007 (finally!)

Q: we now want to buy 55 seats of ON2007 - do we have to buy 32 upgrade
versions and 23 standard version of ON2007? OR do we just get 55 upgrade
versions?

Think of it in terms of licensing.

You own 32 new installation licenses of 2003.

You want 55 licenses of 2007.

You need to purchase 32 upgrade licenses and 23 new licenses (full
versions).

Presumably this is a volume purchase so your reseller is advising you?

If you do not own a previous version of a product, then you cannot purchase
an upgrade to that product.

You will need to buy 32 upgrades and 23 full versions. You should always
run licensing questions by your reseller and get the answers in writing.
You don't want to have to defend against a software audit by saying "some
guy on the Internet told me this was OK!!"
