Yes you can, but maybe not as economically as you expect/hope.

http://www.microsoft.com/office/editions/howtobuy/compare.mspx describes
what is in each version including the upgrade prices (in USA)

Maybe go to the vendor from whom you purchased this, and ask for an
exchange?

Or get PowerPoint separately on it's own independant of Office ... do
the full Office Upgrade in few years with next version of Office arrives?

Hope this is useful to you. Let us know.

Office 2003 Basic Edition does not qualify for an upgrade price version of
PowerPoint 2003.

You could call your OEM, they may agree to change {for a fee} your edition
of Office 2003 to one that includes PowerPoint 2003.

Check this site:

http://www.microsoft.com/office/powerpoint/howtobuy/default.mspx

You may a another program {such as Works} installed on your computer that
qualifies for a upgrade price.
