upgrade to office 2007

I am trying to upgrade to Office 2007 SBE. We have an OEM license for Office
2003 SBE. Does anyone know if this is a qualifying product for an upgrade?
Microsoft have not yet decided? it seems

Yes, it is a qualifying product. Not sure why you were given the impression
they didn't decide yet.
