Upgraded Outlook 2002 to SP3 and now have problems

I just added the SP3 patch to my office installation and I know have problems
with Outlook.

Whenever I click" Send and Recieve" I get "The operation failed." error.
When I click on reply or new message - I get "not implemented".

I have tried re-instlalling SP3 and it says it's already installed.
I have tried adding a new mail profile, but am unable.

Everything in my outlook was woring PERFECTLY before I installed sp3.
