Upgraded to Office 2003 and outlook won't work

I upgraded from Office 2000 to Office 2003. When I try to open Outlook for
company email on the company network, it says the server is not responding,
then ask for retry, work offline, cancel. If I click on work offline is
starts to open outlook rthen shuts it down.

I have tried to remove everything and load from scrach. Didn't work. If I
go to Control Panel > Mail > Email accounts .. the computer hangs up. If I
delete the old account info before installing Outlook 2003 then go to Control
Panel> Mail > email accounts the computer hangs up.
