Upgraded to Vista Outlook reinsalls every time I start it.

I recently upgraded to Vista. I am trying to sync my phone with Outlook. It
continually tells me Outlook is not installed (even if I have Outlook open).
Every time I open outlook it goes through the startup screens again like it
is the first time.
