Upgrades to Office Pro 2003

I have a client that has various versions of Office such
as Office Pro 2000, Office 2000, Small Business XP, etc.
and wants to be able to upgrade these to Office Pro 2003.
Can he obtain upgrades for the 3 versions I mentioned?
