I currently use Office 2000 Premium Edition and would like to upgrade to 2003 Small Business. Question - do I need to upgrade my Operating System from ME to XP?

Carole,

Office 2003 requires Windows 2000 or Windows XP. It will not work with
earlier operating systems. So, yes, you need to upgrade to Windows XP.

You will need to upgrade your Windows version. Office 2003
works only on WIndows 2000+SP3, Windows XP and
Windows Server 2003.
