upgrading from Access 97 to Access 2003

Customers have built users and groups and permissions into their System.mdw
running an Access 97 app. They have all just upgraded to an Access 2003
version of the same app and all security is reset to zero. Can security
settings be upgraded / pulled up to the the new version in any way ????
