Upgrading from Office 2000 to Office 2003

I just upgraded a few users in our department - including me - from Office
2000 Premium edition to Office 2003 Professional using setuppro.exe , Upgrade
Install from a CD. My problem is the user settings (e.g. custom toolbars) did
not migrate on any of my upgrades. I used different techniques suggested on
the Microsoft website such as saving and restoring using the Profile Wizard,
Saving My Settings Wizard and I even created a transfrom file using the
Custom Installation Wizard but nothing worked. Any suggestions would be
greatly appreciated.
